Requirement

Certified days & hours of enrollment are established at the time of initial certification & recertification.

Once a family establishes eligibility & need, their days & hours of certified attendance will remain the same until the end of their certification period.

There is no requirement to report changes to their need for services.

Certified Days/Hours

 

A family’s certified days/hours of care (Documented on the Notice of Action & Application for Services) is determined at the time of certification, recertification or upon parent voluntary request. Once a family establishes eligibility & need, they will remain eligible & receive services for not less than 24 months.

This means that a child is approved to attend care based on their certified schedule for the entire certification period, unless the parent requests a change.

 

Beyond reporting income that exceeds the income threshold, there is no requirement to report other changes to eligibility or need.

A family may at any time voluntarily request a change to their service level, such as an increase in their days and/or hours that will impact their attendance during their certification period.

What this might look like in a program:

A parent is certified as seeking employment with part-time care. After seeking employment for 2 months, they land a full-time job.

  1. Parent voluntarily submits a Request to Change Services & Employment Verification

  2. The contractor verifies & reassesses the family’s service level

  3. The contractor issues an NOA within 10 business days approving to increase days & hours

  4. On the same day the family’s NOA is issued, the contractor issues a written notice to the provider indicating the change.

 

Provider Notification

 

Contractors must provide a written notice to providers on the same day the family Notice of Action is issued.

The notice must be issued electronically or via the United States Postal Services.

Issue provider notice when the following changes occur:

  • Reimbursement amounts

  • Certified need (hours of care)

  • Certified schedules

  • Rate changes

  • Increase or decrease to fees

  • Disenrollment from services

  • Changing provider

  • Change to family eligibility status impacting reimbursement
